The fool hath said in his heart, There is no God. Corrupt are they, and have done abominable iniquity: there is none that doeth good. God looked down from heaven upon the children of men, to see if there were any that did understand, that did seek God. Every one of them is gone back: they are altogether become filthy; there is none that doeth good, no, not one. Have the workers of iniquity no knowledge? who eat up my people as they eat bread: they have not called upon God. There were they in great fear, where no fear was: for God hath scattered the bones of him that encampeth against thee: thou hast put them to shame, because God hath despised them. Oh that the salvation of Israel were come out of Zion! When God bringeth back the captivity of his people, Jacob shall rejoice, and Israel shall be glad. Psalms 53:1-6
This verse indicates that God bends forward and looks down as we would when we bend forward to closely examine something. God is closely examining man for the express purpose of determining if there is any that are good. He examined everything about all men and found none that were not totally depraved.
God shows His deep concern for the moral state of man. Why is God interested? Nothing is unimportant to God, especially when it comes to His creation, which was made in His own image. There is a battle raging between good and evil in human nature. They are depraved, but not beyond redemption. Man is capable of rising to great heights or sinking to great depths. God is interested in man because He knows the potential for redemption.
Nothing can be hidden from God.
If I say, Surely the darkness shall cover me; even the night shall be light about me. Yea, the darkness hideth not from thee; but the night shineth as the day: the darkness and the light are both alike to thee. For thou hast possessed my reins: thou hast covered me in my motherís womb. I will praise thee; for I am fearfully and wonderfully made: marvellous are thy works; and that my soul knoweth right well. My substance was not hid from thee, when I was made in secret, and curiously wrought in the lowest parts of the earth. Thine eyes did see my substance, yet being unperfect; and in thy book all my members were written, which in continuance were fashioned, when as yet there was none of them. Psalms 139:11-16

Godís judgment is just because He sees and knows everything about every man
There are no words to describe Godís hatred for sin. Everything about God, His ways and His works, and absolutely holy.
And the four beasts had each of them six wings about him; and they were full of eyes within: and they rest not day and night, saying, Holy, holy, holy, Lord God Almighty, which was, and is, and is to come. Revelation 4:8
He is ready to pardon, gracious and merciful, slow to anger, and full of kindness. He looks past all our faults and sees and approves of even the slightest goodness He may find in us. He makes allowance for our weakness. His holiness leads Him to hate sin and to love the sinner. When we consider that God is carefully examining us and our lives, we ought to understand how sacred our life is to Him and how much we owe our best to Him. It is a fearful thing to consider Him and His judgment, but it is an encouraging thing to consider His love and mercy. It also ought to give the wicked pause to know that God sees everything they do and He knows the very intents of their hearts, and yet, He still has mercy.
Godís careful examination of man is to see if there are any that are seeking Him. There are some things that God is looking for:
He is looking for those that ďUnderstandĒ what is right and holy and to see if they are acting on what they know. He is looking for the opposite of what He sees in verse one, the fool. He is not looking for worldly intellect, but Godly wisdom. Knowledge and wisdom are not the same. In fact, many times they have no connection at all. While many claim to have great knowledge, they donít have wisdom enough to know that mere facts have to be placed in Godís order to be of any true benefit. Knowledge only makes one proud, while wisdom makes one humble.
The wisdom of the prudent is to understand his way: but the folly of fools is deceit. Proverbs 14:8
He is looking for those that are seeking Him. This indicates that a personís heart can be after God, longing to be brought close to Him. True wisdom and virtue will cause a man to seek fellowship with God. We are to seek after God because we know that our well-being is impossible apart from Him. The One that bends forward to examine man today will one day be the One that judges Him. That judgment is perfect and infallible. The One who will one day Judge, is now offering His mercy and grace. God help us to seek Him as much as He is seeking us.
